Ziele, Inhalte und Methode der Lehrveranstaltung
With the Treaty of Lisbon and the creation of a European External Action Service, EU Member States have sought to strengthen the EU as an actor on the global stage. Meanwhile, the EU legitimacy crisis, the Syrian war or natural disasters keep on challenging and questioning its effectiveness. This course provides an in-depth understanding of the development, nature and contents of the European foreign policies. It discusses the EU as a foreign policy actor by focusing on the different components of the EU´s external action, the institutions and processes involved in policy-making, their transformation as well as past, current and future challenges.
Art der Leistungskontrolle und erlaubte Hilfsmittel
The exam consists of three assignments:
1. Group presentation of the literature of a session (35%)
2. Individual presentation of an essay proposal (20%)
3. Written essay (max 5 pages) based on the proposal discussed during the individual presentation. The essay is due after the end of the course. (45%)

Mindestanforderungen und Beurteilungsmaßstab
Emphasis is placed on the degree to which the student’s performance lives up to the described aims and the degree to which students have a command of the following general skills:
Knowledge of the actors, processes and challenges of the EU external action.
Abilities in formulating, analysing and presenting knowledge from the course, taking their point of departure in the course material.
In short written form and through oral presentations, the students should be able to summarise theoretical issues and present their knowledge in an eloquent and understandable way.
Attendance is mandatory, and participation can tip the scale if the final evaluation stands between two grades.
